Trials and Appeals in State and Federal Courts

David Alkire has been licensed to practice law in California for over 38 years.

Mr. Alkire is a graduate of Stanford University (Bachelor of Arts, With Distinction and With Honors in the Humanities) and Yale Law School, where he was awarded the C. LaRue Munson prize.

Mr. Alkire served as an Examiner and Referee in State Bar of California attorney disciplinary proceedings.  [In the former State Bar system for disciplining lawyers, an "examiner" was equivalent to a prosecutor, and a "referee" was a hearing officer.]

Mr. Alkire served at the University of Southern California Law Center [the U.S.C. law school] as a Guest Lecturer in the Clinical Program (1981-1985), as a Guest Judge in the student Moot Court Competition (1982), and as the Supervising Attorney in the Legal Aid Program for Federal Prison Inmates (1981).

Mr. Alkire served as a Consultant to the Los Angeles City Ethics Commission (1991-1993) where he assisted in the investigation of employees of Los Angeles City Attorney who were doing partisan political work using government facilities and resources.  His work is described in Los Angeles City Ethics Commission v. Superior Court (Fuentes) (1992) 8 C.A.4th 1287, 11 Cal.Rptr.2d 150, an opinion in which the District Court of Appeals approved this use of the mandate of Los Angeles voters.  This was the first major investigation conducted by the then newly-created Ethics Commission.  

Mr. Alkire served as a member of the State Bar of California Committee on Federal Courts during 1994-1995 and again during 2004-2005.  This is a Standing Committee of the State Bar, in which members review proposed statute and rules changes, and meet with federal judges and magistrates to discuss policy issues of professional interest.

Mr. Alkire served as a member of the Eastern District Judicial Advisory Committee [Sacramento federal court] during 2004-2005.

Mr. Alkire served as a member of the Board of Trustees of the Nevada County Law Library [appointed by the Board of Supervisors] from 2004 through 2007.  He served as President of the Board of Trustees in 2006.

Mr. Alkire is a member of the Nevada County Bar Association (1993-1994 and 2003-present).

Mr. Alkire is a member of the Citizens' Oversight Committee of the Nevada County Library, on appointment by the Nevada County Board of Supervisors.
